Tattoo is a fresh, bright, kind of 'juicy'...??
That's right. The colors are not yet fully fused with a skin that is irritated, redness and sensitive to touch. When the tattoo is completely healed, the colors (or ink) becomes more confuse, blur, and less pronounced, but more steady and consistent, namely, developing into the new skin (or the top layer or the epidermis). Then the tattoo is finally healed and become one, as will be (most likely) by the end of life.
